Charles Foote and Kelsey Packineau run the TERO program at the Mandan, Hidatsa, and Arikara Nation (MHA, Three Affiliated Tribes of North Dakota), the largest and most active TERO program in the country. The oil boom on MHA’s lands has created both challenges and opportunities for Tribal government, none more so than TERO—what MHA TERO has achieved in a relatively short time provides valuable lessons and insights for other Tribes and TERO programs.
