CTER is making available to members a Model Tribe/Nation Workforce Protection Ordinance (PDF) and a copy of the National Congress of American Indians resolution #ANC-22-045, Enhancing Partnerships with Construction Trades.

The Model Workforce Protection Ordinance is offered in the hopes that Tribes will protect their own Tribal sovereignty and Indian Preference by adopting a Workforce Protection Ordinance that protects the rights of ALL workers from discrimination.

“WHEREAS, the Council for Tribal Employment Rights and TERO promotes careers, pension and medial benefits throughout their career at no cost to the Tribal Nation and to retire out of the construction trade of their choice with dignity, pride and fulfillment of personal responsibilities.

NOW AND THEREFORE BE IT RESOLVED, that the National Congress of American Indians (NCAI) does hereby encourage Tribal Nations to promote employment, training and bona fide apprenticeship programs and partnerships with Union construction trades while protecting sovereignty and jurisdiction;…”
